This is based on technical aptitude, interpersonal ability, salary/rates, and geographical accessibility. We currently support major cities in North America (New York, New Jersey, Connecticut, Chicago, San Francisco, Houston, and Toronto) as well as International Markets (London, Tokyo, Hong Kong and India).
